Blade Runner is an excellent movie.

I'm not sure a movie being deemed overrated could disqualify it from being considered high quality. If Blade Runner were widely considered to be the best film ever made, it would be easy to claim it was overrated, because the best film ever made is a hyperbolic statement in itself and it is impossible to say exactly what the best film ever made is since everyone's opinion would certainly be different in regards to that statement, however it is not hyperbolic to claim that Blade Runner is a competently made film, in other words, excellent. The acting is convincing, the music fits well, shots are well composed, lighting is considered, and events play themselves out in a natural way, or at least as natural as a film about cyborgs could hope to be. Even the simple statement of "overrated" requires a comparison, or at the very least a context, in order to make any logical sense. It would be all too easy to claim every work of art ever made was overrated because nothing is all that special in the first place, or vice-versa. This in turn is a dangerous stance to take, just as brushing anything aside as overrated could be, as it leads to cynicism and deterioration of the appreciation of the creation of art. Art critique isn't so much as, "THIS is not as good as THAT," but rather, "This is not good because..."

    But I digress.
